Outlook 2016 hangs for long periods whilst moving items between folders

Outlook 2016 exhibits a situation when it appears to take a long time to move a small item between folders. This is due to memory exhaustion and causes a swap to disk.
To resolve this issue, make sure the amount of physical memory exceeds 2GB and that your PST/OST (Outlook Data Files) do not exceed 1GB is size.
If your data file is less than 1GB, and you have more than 2GB of RAM and upon a fresh reboot, loading only outlook the issue still persists then you will need to repair your outlook data files (See FAQ for that)
